After winning the Battle of Sekigahara, Ieyasu confiscated Ishida Mitsunari's 180,000 koku of land in Omi and gave it to Ii Naomasa, one of the Four Heavenly Kings of the Tokugawa shogunate. He then demolished Mitsunari's Sawayama Castle, and in 1622, Naotsugu, who inherited the family headship from Naomasa, built Hikone Castle on Mount Konki.
Hikone Castle, which took approximately 20 years to complete, is one of five remaining National Treasure main towers. Despite its small size, with three tiers, three floors, and one basement, its exterior is remarkably refined.
The castle tower features a double watchtower atop a large hipped roof on the first floor, creating a stable appearance.
Viewed from a flat surface, the tower's slender rectangular exterior is nearly twice as long on the north-south side as on the east-west side, creating a completely different impression depending on the angle from which it is viewed.
