A mysterious sabotage campaign targeting Labors continues along the coast of Tokyo Bay. Detectives Kusumi and Hata from Jonan Police Station are struggling to investigate. Meanwhile, Hata meets university lecturer Saeko. As he spends more time with her, he becomes increasingly drawn to her. During their investigation, Kusumi and Hata encounter a "monster" that is cannibalizing humans one after another at a storage facility floating on the bay. Could this "monster" be the culprit behind the series of Labor attacks? The truth revealed from the pieces of flesh left behind by the "monster" changes the entire situation. The situation involves the Metropolitan Police Department, the Defense Agency, and the Second Special Vehicle Division, and soon a side of Saeko that Hata has never known emerges. The shocking truth is revealed. The shadow of the Self-Defense Forces operating in the shadows. As various intentions intersect, the "monster" once again lands in Tokyo Bay. This is the third film in the series, created by the creative collective Headgear, consisting of Masami Yuki, Yutaka Izubuchi, Kazunori Ito, Akemi Takada, and Mamoru Oshii. It premiered alongside the spin-off "Mini-Pato" in 2002.
Based on the manga episode "Waste No. 13" by Masami Yuki, this film is directed by mecha designer Yutaka Izubuchi, with Gundam 0080's Fumihiko Takayama as general director and Yuuki's mentor, the prodigious manga artist Miki Tori, as scriptwriter. The film goes back in time from the second film, to the era when the regular Special Vehicle Unit 2 was active (a time that is both near future and already near past). This unique "monster movie," driven by human passion, is distinct from the recent "Godzilla" and "Gamera" series. (Gen Tanaka)
